Recruitment for units authorized by Congress in July 1798 to be suspended, recruiting officers to report to their regiments, and unit returns to be forwarded with speed. Also includes regulations on barracks/quarters allotted by rank, and allowances of wood fuel by rank. Stipulated that monetary compensation is not due to officers who need not partake of quarters or fuel allowance -- notes that this does not preclude officers who had to pay for these things _before_ establishment of the regulation from applying for reimbursement. Concludes with contract prices for rations in Massachusetts and Rhode Island.
