[departmental letter — commission Cases march 5^th 1800] To the Secretary of War, which has been referred from a claim or letter transmitted for his attendance on with Indians from the 4 Nov 1794 to the 6 July 1797, including also an extra charge of 138 dollars for attending the Indians during the Treaty at Greenville within the same period, amounting in the sum of 600 dollars for the use of a House, for quarters for the Indians, & recerning the same Indians, the sum from Two hundred & fifteen dollars in whole amounting to eight hundred & fifteen dollars. This charge is stated to be by agreement made with Gen^l Wayne & Gen^l Wilkinson. The only evidence to advance all received of the claim — a letter from Gen^l Wilkinson stating that General Wayne's engagement to Doctorow Hands he certifies that he thinks has entitled to some consideration for his attention to the Indians but recommends no more than 5 dollars ꝑ month. The amounts are not ascertain'd and a Certificate from William Henry Harrison Esq^r late Aid de-camp to the late Gen^l Wayne under date of the 2 January 1800 stating that during the time the Army lay at Greenville Gen^l Wayne undertook the medical care of the Indians to Doctorow Hands but was only owing to the convenience, promises the Doctor on doing that called only but from no importance to the attention which he paid to the Indians. Mr Hands has from notables for a very generous motive. I observe General Hands was at the time & is still a Surgeon in the line of the Army of the United States which was not a reclimate how men aided by that. No evidence of Claimant that of his claim was sufficiently substantiated the ordinary ground to the measure on the usual receipts that no advantage to what is found out by law can be made behind the extra services without the interference of congress to the furnished —
