I have caused every examination to be made here that the
Books and documents in my office would permit — but to
no effect as to any payment having been made for the

my object in referring the Subject to you was to have fully
ascertained that the Services were legally performed
agreeably to proper authority and that payment had
never been made in your Department, that the
