March 6. 1800 Sir The duties of my Office require that I should from time to time call on all Receivers of Public monies from this Department for a transmittance of their accounts for settlement and as you have received large sums, which remain to be accounted for, I have accordingly to request that you will speedily exhibit for Adjustment a statement of your accounts with the proper vouchers, shewing the amount of monies received & expended & the balance remaining in your hands unapplied. Boff Contractor at New Port, R.I. it appears that besides your subsistence as Captain, you have drawn 4 additional Rations p^r day from the 7 Sep^t to 20 Dec^r 1799, as Commandant, - that you have drawn 1 Ration p^r Day for your Waiter from the date of your acceptance to 31 December 1799, - and that from the 7 october to the 20 Nov^r 1799, you have also drawn 1 additional p^r day for your Waiter in consequence of your command, you are however, only entitled to 3 Rations p^r day for your Subsistence as Captain, (double rations being allowed to those Officers only, who command seperate Posts or Garrisons,) & you are at liberty to receive 1 Ration p^r day for the Subsistence of your Waiter provided he is [underline: a Soldier taken from the line of the army, but not otherwise;] nor can he himself draw Rations unless he is duly mustered as a soldier, but if the Waiter is a Soldier & you were even entitled to double rations in consequence of your comm^d, it does not follow that he would be entitled to additional rations also. The Pay master General will, in course, be directed to hold you accountable for the rations which you may have overdrawn at the Contract price thereof, you will in the meantime inform me whether the Waiter in question is now & was a Soldier at the time when you commenced drawing Rations for him.
