Sir,
The Inspector having reported to me, that the various transfers and consequent mutation of men from one regiment to another, necessary to accomplish the organization of the corps destined to Garrison the posts of the Mississippi and Mobile rivers, will require that the troops interested should be paid up to the first of the present month, the date of such transfers, in order to prevent perplexity & confusion in the future accounts of those troops you will be pleased if practicable to anticipate the money necessary to that purpose, and will apply it in a [undecipherable: conform'd?] form holding yourself responsible for said appropriation to the proper authority - as I am persuaded the necessity of the case & the favorable results will justify the deviation from precise rule -
