Your account of expenditures in Novr 1799, on account of the Fortifications at Muhlblard have been examined; the amount thereof being $749.22 is proper to your credit; and you are charged with $1050 transmitted on the 28 Decembr last by the Treasurer of the United States, leaving a balance in your hands due the U. S. of two hundred eighty five dollars & fifty six both with which you remain charged on the books of this Office.
I observe that you have carried that sum of Gunpowder and six Rowing Boats to the acct ofannon, arms & ammunition; which is improper, it being designed only for expenditures for provisioning &c. Cannon, arms & ammunition to be used on the Fortifications when they shall be erected. All expenditures [strikethrough: by the order of] billworks, should be carried to the acct "Fortifications".
The form of an account inclosed furnished to you, was comform to the detailed monthly exhibition of your acct agreeable to your instructions but when they are otherwise rendered it is proper that your acct book should be submitted to the head when it is transmitted, embracing all payments made to or by you on account of the Department, thereby showing a true folio of the ballance in your hands —
