It has appeared to me on examination of the different items of expenditure selected from the accounts of the Northampton Expedition that no additional allowance to the pay & emoluments of an Officer granted by law could be admissible without the interference & express direction of that authority, which fixed those allowances. Under this impression I have considered the claim of Gen.^l McPherson as inadmissible without such authority, and have offered my opinion to the Secretary of War to that effect.
