M^r M^c has approved & me on examination of the different items of expenditure stated from the accounts of the Northwestern Expeditions that as national necessity to the pay & emoluments of an officer granted by law were to admissible; without the information & express direction of that authority which voted these allowances, I cannot this supposition. I have consider'd the claim of Col^t M^cPherson as unadmissible without such authority, and have offer'd my opinion to the Secretary of War to that effect.
