War Department, March 3. 1800. Sir, Inclosed is a copy of a letter from Major General Hamilton dated the 26^th Feb^y ultimo, with the accounts therein referred to. The Charges in these accounts which are peculiar to the Quarter Masters Department, for example, for transportation and quarters for the Troops, had perhaps better be referred to the Agent of the Quarter Master to settle and pay agreeably to the principles and usage which govern in such cases. If you prefer this mode to settling them you will refer them accordingly. So far as existing regulations apply to the remaining charges in the general account you will be governed by them, and report as soon as convenient the sum due. If Vouchers are wanted to substantiate any charge admissible under these Regulations you will of course require them to be furnished by the Officer claiming. — I am Sir, Your obed^t. Servant, James McHenry The Accountant of the War Department. [Copy] of a letter from Major Gen^l Hamilton to the Sec^y of War New York, Feb^y 26^th 1800. Sir, Enclosed are certain Accounts that have been transmitted me by Colonel Graves. You will perceive that some of the expences incurred were for Articles of Quarter Master supplys which were not furnished by the Contractor under an idea that he was not bound to furnish them. — I could wish therefore that every facility in your power might be given to the settlement of the accounts. If the forms of Office should create delay I would submit to you the propriety of an advance to Col. Graves thro' the Contractor or in some other mode. The matter can be afterwards adjusted when the accounts come to be settled. Col. Graves informs me that some of his Officers have likewise forwarded Accounts. As these expences were incurred by Individuals from a defect of organization on the part of the public it appears to me to be proper that they should be indemnified without delay. — With great respect, I have the honor to be, Sir, your obed^t.
