Hooker War Department, 29^th Feb^y 1800 Sir, It is desirable that I should be furnished, as soon as possible, with such accounts as will shew the exact State of the factory under your superintendance. In this exhibit, it will be proper to charge the factory with all the goods which it has recivd from the United States at the invoice prices or actual cost at the factory, and credit it with such of the goods as are on hand at the same rate or prices which they cost; the debts due, if any, for goods sold, and the Arms, peltry, or other property on hand, or in the hands of any person for sale, at the prices given for the same. In short, I wish to have such inventories accounts, and Statements, properly detailed, as will shew, in the plainest and most satisfactory manner, whether the business has diminished, or improved, the capital employed.
