Coffin Feb^y 24. 1800 Surgeon's Mate Biddeford M^e Sir I have received your letter dated the 16^th enclosing an account for travelling expenses from Niagara to Oswego and for advertising; On looking over the acc^t I find that the greatest part is for expenses incurred before the regulations respecting extra allowances to officers were issued and cannot therefore be admitted unless sanctioned by the Secretary of War to whom the same is to be submitted accordingly for which purpose I herewith return them W.S. Mess^rs Phelps & Sanford New Haven Connecticut Feb^y 25. 1800 Gent^d The Secretary of War handed me [undecipherable] an acc^t, and copy of a letter received from you on the subject thereof; and requested me to inform you of any particulars which may be wanted or necessary to enable me to settle the same and at the same time informed me that he had written to you that the same consideration would be allowed you for Storage as is usual among Merchants & a commission of 5 p^r Cent on your disbursements. I have accordingly enclosed the acc^t herewith that you may fill up the Blank agreeably thereto, and have to request that you will forward the Subordinate Vouchers for the payments you therein charge, which if they should not be in your possession, the acc^t must then be attested that the sums therein charged were duly disbursed by you for the purposes therein mentioned for the U. States and that the same is justly due you for which you have received no part, from the United States for any sum you charge for Storage a certificate must likewise be produced that [undecipherable] among Merchants agreeably to the Secretary's letter — these requisites being forwarded to this office payment will be made to your order after examination — I am &c [undecipherable] Tench Francis Esq^r Accountant's Office Purveyor of Public Supplies Feb^t 25. 1800 Sir The Secretary of War by letter dated the 1^st Ins^t requested me to call on the Quarter master General Purveyor of Public Supplies Contractors &c accountable to my office to render with as little delay as possible their accounts for settlement — in reply to which I informed him that I had called upon you & had only received one set of vouchers which bore no comparison to the amount of monies you have received; he requested in reply that I should repeat to every officer my applications on whom they have not had the desired effect — I accordingly repeat to you my request that you will immediately take measures for carrying my applications into effect, by rendering a statement of your accounts accompanied by the necessary vouchers. Sir I have received your letters of the 1 & 2^d instant, with the acc^ts Vouchers &c therein mentioned which will be placed under examination & you will be informed of the result. You will in future render your acc^ts against the Fortifications at Charleston S.C. distinct from all other transactions conformably to the forms transmitted to you; which were intended to apply merely to expenditures for the said fortifications. other disbursements on account of this Department should be carried to appropriate abstracts and the whole embraced in one General account current, shewing the State of the Public monies in your hands — I am &c W.S. Wyke Pope Esq^r Accountant's Office Wilkes County near Washington February 24. 1800 Georgia — Sir I have received your letter of the 24^th Ult^o with the Statement of your account with the United States in which you take credit for payments made to the Militia of Georgia amounting to D^r 53727. 89, the receipt rolls for which, however, have not yet been rec^d at this office — Agreeably to your request I inclose you a Copy of your Acc^t Curr^t settled the 15 June 1799, by which a balance appears due to the United States of $58221. 85 and which I make no doubt on investigation will be found correct. With respect to your compensation as Pay master of the Militia of Georgia you can charge the amount in your next Acc^t Curr^t & for which you will receive a credit on settlement — I am &c W.S.
