Sir, Inclosed is copy of a letter from Mess.^rs phelps and [undecipherable] of New Haven, with their Account against the United States for expenditures made by them and which appear to have been chiefly in the Quarter Masters Department. You will be pleased to have the Account examined and inform them of any particulars which may be wanted or necessary to enable you to settle the same. I shall write them, that they will be allowed the same consi- deration for Storage, as is usual among merchants, and a Commission of Five p. Cent on their disbursements. James McHenry Esq.^r Sir, Inclosed is our account against the United States for Monies paid out for them — we have left Blanks for Storage and for our trouble, being at a loss whether to charge Storage separately or a certain Sum for Storage and our trouble would be most agreeable. The trouble was considerable while the 13.^th Regiment was here, in receiving and delivering out Arms and Clothing, we have now a considerable quantity of Arms in Store and Eighty three damaged Arms (returned in by the 13.^th Regiment) — you will please to inform us which mode of charging would be most agreeable whether storage and a certain sum for the trouble we have been at, or whether a certain sum for both — And what is usually charged for similar Business.
