The Secretary of War February 19^th 1800 I Certify that there is due to L^t Galwin Morgan Pay master of the 7 Reg^t the Sum of seventy dollars being to replace to him that sum paid to Memmender late contractor at Peterburg (Virg^a) with the intention of his paying it over to Lieu^ts Hoole, but which was [undecipherable: prevented?] by the sudden deaths of the said Contractor, this Sum has therefore been deducted from the Contractors acc^t & the Seventy dollars now directed
