M^r Adrian Hunn Bordenton New Jersey Sir – Accountant's Office February 20^th 1800 Your accounts as Pay master to the Militia under the command of Maj^r Gen^l Dan^l Morgan on the Western expedition in the Year 1794 are under examination but for want of the following documents cannot be finally adjusted – Viz^t – The receipts for the pay of Cap^t Gibb D Love's troop to the 15 January 1795. of Cap^t A Randolph's troop to the 16 January 1796 & of Cap^t John Simonson's troop to February; also the pay & muster Roll of the General Field & Staff for the 6^th month, including mileage and should you have other vouchers that will exonerate you from any part of the charges against you, it will be necessary to forward them to this Office without delay – Sam^l W[undecipherable] [Copies of this letter were sent to The several Contractors named page 62] M^r Sam^d Richards Contractor New York Sir March 31^st 1800 The Secretary of War has issued under date of the 1^st Inst^e, Regulations respecting certain supplies and respecting objects of special & extra expence, wherein are included the following which relate to supplies to be furnished by Contractors & which will govern you in your issues, agreeably to your contract – viz^t – "The several Contractors, besides rations including ardent spirits and vinegar, shall only provide & furnish, [underline: Quarters], [underline: Transportation], [underline: Forage], [underline: Fuel], [underline: Straw] and [underline: Stationary] to Recruiting parties where there is no appropriate officer of the Quarter Master General's department to furnish the same; and where there shall be no other provision for the purpose; [underline: Medical assistance]; The quarters intended are those of a temporary kind – the power to provide them shall not extend to the building or repairing of Barracks. In what they furnish they shall govern themselves [underline: exclusively] by the regulations which have been established by law or by the War Department, and in cases to which no regulations apply, by the orders of the Commanding Officer. The following named regulations are enclosed for your government – Viz^t – "Regulations respecting certain supplies & respecting objects of special & extra expence –" "Regulations to be observed in the delivery & distribution of Fuel & Straw to the garrisons on the Sea Coasts & Recruiting parties." "Regulations Adopted respecting the allowance of Barracks or quarters to the Officers of the army, and of Fuel to General Officers & Staff of the Army –" It will be understood that all expenditures under the above & foregoing Regulations are to be substantiated by regular returns of the Commanding Officer ordering the supplies, definitely stating the number of Troops whether officers, non commissioned Officers or Privates for which they are required, and the period for which they are intended, if for Officers their names and grades, accompanied, if for articles purchased or supplies furnished, by the original bills of parcels, and receipts of the Party from whom the purchase is made, rendered, with a General account current, stating the amount expended under each heads in the following order: for all rations supplied to be charged under the head of Subsistence of the Army, stating the place where the Rations were furnished, the number & price – Quarters, Transportation, Fuel, Straw & Stationary under the head of Quarter Master Department – Medical assistance under the head of Hospital Department – and Forage furnished, under the head of Forage of the Army.
