Sir, Inclosed is copy of a letter from Mess^rs phelps and [undecipherable] of New Haven with their Account against the United States, for expenditures made by them and which appear to have been chiefly in the Quarter Masters Department. You will be pleased to have the Account examined and inform them of any particulars which may be wanted or necessary to enable you to settle the same. I shall write them, that they will be allowed the same consideration for Storage, as is usual among merchants, and a Commission of Five p^r Cent. on their disbursements. I am Sir, your ob^d.
