[Addressed to: War department / Israel Chapin Esq^r / Kanandaigua No] War Department 10 February 1800 Sir [undecipherable] the services I shall have directed a Warrant to be drawn in your favour for 2500 Dollars, which sum you are to distribute to the Indians comprised in the treaty [undecipherable] and proportional shares, which may be respectively entitled, to and desire as implements of husbandry and utensils suitable to their circumstances and in compensating useful artificers who shall reside with or near them, and be employed for their benefit. The residue of their annuity, that is 2000[undecipherable], will be vested in goods and sent to you to be distributed [as] [undecipherable]. You will also receive a warrant on the Treasurer of the United States for [undecipherable: probable reading 6250] Dollars, [arising?] under and which you will pay to the Seneca Nation, conformably to the treaty held at Genesee, the 11 day of September 1797. You will require from them a receipt or evidence of the delivery of the money, which is to be lodged with the Accountant of the War Department. Major Rivardi will be written to, respecting the complaints of the Tuscaroras against him, or his soldiers, for killing three of their horses, and refusing satisfaction for them. The Loss of the young King of the Seneca Nation you observe is not sufficiently proved — but that his representation is generally believed and from his character, your have yourself no doubt I think this is [undecipherable] proportional [undecipherable] I have directed a Warrant for 500 Dollars to issue in your favor to be applied towards the contingencies of your superintendency — this is designed [undecipherable] for such losses and injuries to the Indians, as they may appear equitably entitled to, compensation for, all the without the strict provisions of the laws. In all cases whereto you may apply, this fund in compensation as mentioned — you will be careful to take full and do satisfactory receipts, indemnify the United States from future claims, for the same causes. The Indians must be informed who ask for more than they are intitled to receive under [undecipherable] treaties, that you have the most pointed orders not to exceed their stipend.
