S. & Richards Margaret [?] Block Sir I have received your letter dated the 6^th Ult: in which you request to be informed to what funds he now informs to you have been paid that you say some mistakes are the books which are to be considered the accounts of the Year 1799. In reply to which I have to inform you that I clearly recollect that the best vouchers were given for the former payment, that as further allowance was to be made for subsequent service, but that the labour employees as when they should receive as a compensation the relief allowance of fatigue guards as Comman for by law. On this then paper chiefly correspondence between the Secretary of War & General Hamilton refers & consists of which it was furnished with. I shall therefore consider any claim for other services subsequent to the periods settled for as not entitled to allowance unless it be particularly directed by the Secretary of War for whom a personal representation must be made & whose particular direction the accounts & allowances must come previous to allowance — Sam H.
