Gambling a vice, destructive to the reputation of an Army, & fraught with every evil — not only to those who suffer themselves to engage in it, but to the Army in which it is tolerated, is strictly prohibited; & it is pointedly ordered, that no Officer, or soldier play at any game with Cards or dice, at, or within one mile of the Camps, Garrison or Fort; at which he may be stationed, nor for money at any Game Whatsoever. Orders, Jan'y 27. 1800 It is directed by the Secretary of War by Instructions dated January 25. 1800 — That Cadets in the Fortification upon the Seaboard, and at West point, receive in future the same allowance of [undecipherable: fuel] per month as is granted to Lieutenants agreeably to regulations established by the War Department Head-Quarters, City of Washington August 14. 1800 General Orders. The standing orders of the late commanding General, which apply to the service under the change of circumstances, are to be strictly re[undecipherable] by all ranks untill another, and all commanding officers will be held responsible for any deviation founded on loose construction. The papers and documents heretofore addressed to the Adjutant General, are to be regularly transmitted to the Inspector, Major [undecipherable: Cushing], at his [undecipherable: Office] with the usual endorsement, Regularity and precision in the Rolls of Muster, the inspection and monthly returns, and the pay abstracts, constitute the foundations of economy, appearance and perfection in military corps; no excuse will therefore be received for neglects or [undecipherable] in this important branch of [undecipherable], and the forms and instructions introduced by Major General Hamilton are to govern. In the absence of the regular Inspectors of the troops, the Commanding Officers of garrisons, camps and Detachments are to perform their duties, and in all cases the rolls of muster are to bear the following certificate of the Commanding Officers of Companies, and a Surgeon or Surgeons mate, or if no Surgeon or mate be present, then the second officer of the Company shall sign in his or their stead, viz. "We certify on honor that this muster roll exhibits a true state of the [undecipherable] commanded by A.B. and that the remarks set opposite the mens names are accurate and just.
