I also inclose you drawn for an amount of [undecipherable] which is disapproved of, and for your future government I give you the [undecipherable] of the [undecipherable] after [undecipherable] [undecipherable]. "The regulations for distributing [undecipherable] are merely directory as to the quantity that may be allowed, when absolutely necessary, & cannot be construed to mean not intended to give an inducement to Officers for any part they have not earned, by being continually [undecipherable] on services, or from any other [undecipherable: cause] whatever."
