Lemuel Micks Esq^r Portland M^e Sir [Accountants Office] January 16^th 1800 In examination of your acc^t & Vouchers some difficulties arise respecting the Bill of Micks & Tucker of which Harris you are a Partner. Among other articles it embraces 2795-fas of Boards, Timber &c &c purchased from sundry persons for the Fortifications as appears by the Certificates of the Surveyor accompanying the account. Before this can be admitted it is necessary that you forwards the original Bills & receipts of the persons from whom the purchases were made. With regard to the other items of that account it will be proper that your attestations be postponed, setting forth that the articles so charged were actually delivered for the use of the Fortifications & that they were not charged above the current prices, such evidence is always requisite, when articles are furnished by Agents out of their own Stores, for Public uses. When this evidence [which I now inclose] is returned this particular account will be adjusted the amount with— your Person, transmitted immediately. Sam H^o. M. S. James Rigg Esq^r. Sir January 20^th 1800 In reply to your letter of this date I have to state after making the examination relative to the Claims of Riggs and Hawley that it was within several often of remarks attached unfavorably reported upon by the Sec^y of War on the 13 February 1791. I have for your information referred an interest therein, underneath the originals of which may be found in the files of Congress.
