On settlement of St Clair's account as Intendant, I find there are sums due allowed on a considerable quantity of Work furnished by your orders to the Officers of the Army then at Wilmington — as some of the persons are not as regular as I could wish, I am brought to give you some information for your future government for which purpose I shall quote you the Secretary of War's letter to me upon this subject, to wit — The applications for subsisting fuel are mostly wanting as to the quantity that may be allowed when absolutely necessary, cannot be construed; I was not intended to give any inducement to Officers for any trust they have not drawn by being on furlough or detailed for Service, or any cause whatever —
And I hope will be sufficient to guard you against granting your sanction to any Officer thereof, but such as are fully entitled to Work under the restrictions —
