Sir, I consider the appropriations for the Army as a general fund for all the objects embraced by laws to which the appropriations refer, and also that I may conformably to law from the appropriation of 1799, provide for any part of the Clothing for the Army necessary for the Year 1800. — The appropriation for the Clothing of the Army for 1799, having specifically provided for that of Cadets, as Non-commissioned Officers, it is supposed no particular sanction is necessary in the cases of James Wilson and Lewis Landais. — I am Sir, Your obed: Servant James McHenry The Accountant of the War Department.
