Sir,
I enclose two Certificates, by the President of the United States, dated this day, one of them declaring, that from the representation of the Department of War, it appears to his satisfaction, that five hundred dollars have been disbursed for objects, in relation to the duties of the said [strikethrough: Department, and to] promote the interests of the United States, the specification of which disbursements, at this time is deemed inexpedient. The other of them making the same declaration, that one thousand three hundred and twenty dollars, have been disbursed in like manner, but the specification of the disbursements, is also deemed inexpedient.
The Certificate respecting the five hundred dollars, is granted, to serve as a Voucher, for the said sum, to be passed to the credit of James Bruff Esquire.
The Certificate respecting the one thousand three hundred, and twenty dollars, is granted, to serve as a Voucher, for the said sum, to be passed to the Credit of Samuel Lewis Senior.
