[Docket: Jeremiah Condy / 16 Decemb. 1799] Dear Sir, By the act intitled "An act supplementary to, and to amend the act intitled an act to establish an uniform rule of naturalization, and to repeal the act heretofore pafsed on that subject" certain duties are required from the Clerks of the Districts of the United States, for which fees are appointed them. I think it evident, from the nature of their other duties, that no Clerk of any district court of the United States will be capable of discharging, well the duties that appear by that Law to be required of him, and such others as may be efsentially necefsary, atth^o not designated in the Law; and I would venture to say, I could frame such a plan, and form of establishing an office for registering Aliens &c^a as would be efsentially serviceable to the Government, and enable (on any emergency) the Secretary of State to obtain information that might be highly important; and I would undertake the discharge of those duties, for the very fees and no more than are payable to the Clerks of the District Courts. (Would you be kind enough to suggest an Idea of this kind to the honorable Secretary? If it is deemed by him worthy of any consideration, I will explain my Ideas fully.
