[Docket: letter from the Secretary of the Treasury shewing the terms & price allowing [undecipherable] for [undecipherable] Muskets on [undecipherable] thereof — ditto for 975 Muskets chap 6 for 1677: ditto for 128 — 14 April 1800] Treasury Department Decem. 12^th 1799 Sir, I am to acknowledge the receipt of your letter of yesterday offering to fabricate a number of Muskets for the use of the United States. Having already entered into formal Contracts for the principal part of the Musquets authorised to be provided by Congress — it is not in my power to form new agreements of that nature, until the result of the existing Contracts is known. It being probable however, that some of the Contractors may fail to fulfil their engagements, I will consent to receive from you five hundred Stands of Arms on the following conditions — Viz. first — That the Musquets shall be according to the Charleville pattern and of a quality equal in every respect to said pattern. Second — That the Musquets shall be delivered at Phil^a and shall be proved and inspected by such person as I may appoint, previously to their being paid for and deposited in the public Stores. Third — That for each Musquet so delivered, in parcels of not less than twenty, you shall be allowed the sum of thirteen dollars and forty Cents. Fourth — That black Walnut Stock for said Musquets shall be furnished if required out of the public Stores — you paying therefor at the rate of twenty five Cents each. Fifth — That the whole number of five hundred Muskets as aforesaid shall be completed and delivered within twelve Months from the date hereof I have further to observe, in reply to your letter, that in all agreements for arms on the conditions above prescribed, no advances of Money previously to their delivery have been made.
