The Representation that is made to me by the Officers of the unhappy situation the Troops are in for want of Cloathing. induces me to Represent their Case to You and Request that You will Order some Cloathing to their Relief.
Captt Richard writes me that his Recruits are in want of Cloathing. I Understand Captt Taylor that is Recruiting in Kentucky Complains much for the want of Cloathing Also. —
It is my duty to Represent these thin events to you and I do it with greater freedom, being sensible You will Adopt the Necessary Measures of Relief.
