I have received your letter dated 1st Instant; To enable me to comply with the 1st paragraph thereof requiring an exhibit of expenditures made on account of the Armory at Springfield Massachusetts, since its commencement till the month of September last inclusive, It is necessary that I should be informed at what terms the statement is to commence, for expenditures have been made at that Armory for a number of Years past —
