However I find that it was referred to The Secretary of War for his authority to admit the charges but it cannot now be found — The claim of [undecipherable] Cody for a pension is inadmissible all claimants of that nature being barred and precluded by Acts of Congress. I shall accordingly return the papers here within called for, a remark to the effect I have expressed has been noted in the papers by the Clerk in the office of the Secretary of War who has charge of that branch of business.
