However this that it was referred to the Secretary of War for his authority to admit the charge but it cannot now be found — The claim of [undecipherable] Coply for a pension is inadmissible all claimants of that nature being barred and precluded by Acts of Congress. I shall accordingly return the papers here with called for, a remark to the effect I have expressed has been noted on the papers by the Clerk in the office of the Secretary of War who has charge of that branch of business.
