I have to acknowledge the receipt of your letter dated the 1 inst. in which you mention to have made certain payments to the Officers therein mentioned & request that stoppages might take place, to reimburse you. In reply, thereto I have to inform you that as all army accounts are in the first instance revived and settled in the Office of the Pay master General it will rest with that Officer to make any proper deductions from the Pay of officers which may exist before hand, your communication therefore relative to the amounts you have made has better be made to him, who has an office in this city.
