At the request of the Secretary of War I have enclos'd a Duplicate of my letter of Instructions to the Quarter Master General with the forms therein referr'd to in relation to render[ing] the forms of keeping his accounts, or expenditures on account of certain fortifications & Barracks, [undecipherable] at [undecipherable] Heights by directions of Brigadier Gen. Wilkinson. You are hereby authorized to be governed by the same till you receive Instructions regularly from your Principal—
