I have to acknowledge the receipt of your letter dated the 1 Instt in which you mention to have made certain payments to the Officers therein mentioned & request that stoppage might take place, to reimburse you. In reply thereto I have to inform you that as all army accounts are in the first instance received and settled at the Office of the Pay master General, it will rest with that Officer to make any proper deductions from the Pay of Officers which may come before him; your communications therefore relative to the same as you have made had better be made to him, who has an office in this city —
