Sir,
By direction of the Secretary of War I have ordered the public Store Keeper here, to pack up in the best manner he can, and deliver the Quarter Master General to transmit to your arsenal, two Charleville manufactory Muskets, or Muskets of that construction made here, to be used as Patterns for a number about to be contracted for, by some persons acting for, or under the direction of Mr Albert Gallatin. He will apply to you for one of the Muskets to be put into the hands of his Workmen to serve as a Model or Standard for such as they may fabricate, in consequence of the contract; the other, as the counterpart you are reserve to be used as the Pattern, or Standard, by which the Muskets produced are to be tried when the inspection takes place. Enclosed is the Memorandum Account of Mr Robert Andrews.

Sir,
