Unfavorable Opinion of the Muskets of Mr. Peck, Etc.
Document 1799Amidst a general assessment of the operations of the Springfield Armory, Wiliams notes that there is an unfavorable opinion of the quality of the muskets received of Mr. Peck. At the direction of the Secretary of the Treasury, the muskets have been examined by the Chief Armorer Colonel Foreman in the factory and they are found to be not of good quality. He asks about the propriety of private apprentices being on the pay rolls of the works.
