Cap^t Russell Bissell Hartford Connect^t October 20 1799 Sir I have received your letter dated the 14 Instant with its inclosures — as respects the arrearages claimed by Oliver Pebock it appears by the Muster Rolls of Cap^t McElroys Company that he was on command with Lieut G Bissell. it will therefore be necessary previous to settlement that Lieut Bissells certificate of the time he served and amount due should accompany the papers, - they are accordingly returned herewith & when they are completed by the addition of the certificate mentions you will forward them to the Pay Master General whose duty it is in the 1^st Instance to settle all army accounts — I likewise return you the papers relative to Cyrus Bissell have to observe that the additional evidence produced is not sufficient to settle on & to return him for [undecipherable] — I have also to acknowledge the receipt of your letter dated the 23 Ins^t enclosing the account of each Evenings [undecipherable] ance on the part at the [undecipherable] of [undecipherable] which I
