S. Lieu^t Patrick C. Harris Fort Johnston N. C. October 26^th 1799 Sir I have rec^d your letter dated the 7 Inst^t — returning my statement of your account, together with a dft after date, the drawer having received one of the sum of two hundred Dollars for the Recruiting service with which you are therein charged. In making a Rental of the a^c Public monies, Officers should be particular, as there are generally Vouchers on file in the Office upon which each charge is founded — Your letter has given me much uneasilyss & trouble in tracing the circumstances attending these matters and at length I discovered your rec^t for all the money with which you are charged — as the receipt of the money may have slept your memory I enclose you copies from samples on file in this Office with a request that in future more caution may be observed in transactions of this nature — Your Subsistence account, as well as all army accounts, are settled by the Pay master General, through the Paymaster
