Your account & vouchers for supplies to the troops at Manchester were only recd at this Office on the 30 of augt last— these have been examined & will continue so to be untill Capt Bishop answers my letter to him of the 11 Sept otherwise I advise him to send on the original returns upon which the annihilating credits charged in your accounts were paid & at the same time to show by what authority he had drawn articles of your that should have been obtained if wanted from the Public Stores—
I am surpris'd you should think of obtaining a final settlement of your accounts at this Office when you have not in any Instance produced a Bill or rect for the cost of articles therein charged and in the case of the two enclosed returns for rations to Capt Bishop will [undecipherable: Evince] you have not produced them nor for which reason they are now
