Your accounts of supplies to the Recruits at New London between 1 May & 30 Sept 1799 amounting from Statement to Drs 142. 33 has all been admitted, except the charge of Drs 24. 96 paid to Captn James Wadsworth in lieu of nine months arrant of Meat, which has been excluded &. the vouchers now return to you because this charge is prohibited by a decision of the Secretary of War which says that "the Practice relative to fuel not drawn by Officers in consequence of their being absent on furlough? stationed on? services or from any cause whatever has never been settled. The regulations for fuel are merely directory as to the quantity of Wood that may be [undecipherable] and cannot be construed & are not intended to give an [undecipherable] to Officers for the whole or any part of the quantity they have not drawn". The balance of Drs 117. 37 reported on your favor you will receive from Genl Jedidiah Huntington upon your granting him the necessary receipts
