Sir I am favoured with yours of this date & am very sorry indeed that so many irregularities have been found in the accounts as to induce you to return them — I do not know that I should have troubled you with [strikethrough: my accounts] in any form had not J^t Wilkins in his letter to me of the [undecipherable] requested it — he writes me as follows — "the Vouchers for the Disbursements of Cash in the Northampton [strikethrough: Dep^t] must be sent to M^r Simmonds Dep^t Accountant [strikethrough: of War] Dep^t accompanied with a letter to him informing that you inclose an Abstract for the Disbursements of Cash in the Q^r M^r Dep^t accompanied by Vouchers numbered — requesting an acknowledgement of them" — he adds you will also send in the Vouchers for Dis^t made by yourself according to the directions for transmitting the Northampton Vouchers. When J^t Wilkins was last in town he settled Cap^t Vance's accou^t & rec^d a balance w^t was due him — I therefore presume that he [strikethrough: has found] his accounts agreeable to the former Custom. As I wish to write to [undecipherable] this afternoon I will thank you to inform me w^h of the charges are unauthorized both by Law & former precedent — as it will be proper to know the [strikethrough: to] prevent the same mistakes in future — It will give me [strikethrough: great] pleasure to attend to any alterations you may suggest in the final settlement of my own accounts — I presume if the Vouchers are regular for the payment of money that an abstract of [strikethrough: disbursements of the] articles purchased for which the Q^r M^r Gen^l is to be charged and held accountable can be made out hereafter I am Sir Your very hble Servant H Burbeck D^y Q^r M^r G^l With respect to my own vouchers w^h I am anxious should be examined I will esteem it a favour if you will inform me whether Miscellaneous Expenses such as Blacksmith's Bills, rent of office, & furniture, Compensation to Messengers, Clerks &c are not to be also kept a separate account of — I hope you will consider the novelty of this business with respect to me as an apology as I really did not understand from J^t Wilkins that separate accounts should be kept of them & as I wish to conduct the business in such a way as will give you least trouble — will thank you for the information requested.
