Accountants Office October 2^d 1799 Sir I have received your letter dated the 13 ult^o enclosing a Muster Roll for the Pay of the Troops Stationed at Fort Johnston N.C. under the command of Lieu^t Patrick C Harris for the month of June 1799. the amount thereof found receipted, being four hundred & four Dollars & 90/100, will be placed to the credit of your account on the books of this Office. You will be careful in making payments to Soldiers who make their marks that their names be indorsed in one or more Malapays, this has been omited in the Muster all above mentioned & all^o ommitted in the Priors Statement it will be required in all future cases I am Y^r H. Smith L^t Coll. 12 Reg^t October 3^d 1799 Sir Among the accounts of M^r Dufour Contractor is a charge from you of having rec^d 1681 complete rations without stating the number of men command^g Officers musicians & Privates by whom consumed, it is therefore agreed that you will in future remedy this defect & be well as now to make the proper enumeration you will please to inclose as soon as possible all the original rations upon which these rations were grounded. I am much surprised to find among the accounts of the Contractor so unprecedented stating as two returns, each for four Months advance of rations to all the Officers of the 12^th Reg^t & indeed for more Officers than had really compleat their appointments. the [undecipherable: extreme] impropriety of this conduct
