On the other side you have duplicate of a letter dated the 28 may last — the contents thereof has not been complied with & you have now forwarded under blank cover another Statement for monies recd & paid for the Department of War in the 2d Quarter of the year 1799 [undecipherable] the necessary authority on which the payments were made — I have presumed that my former letter has miscarried & therefore have forwarded the duplicates. It may be proper to repeat that without the requisites pointed out on that letter no examination can take place —
