Description

Hamilton decries the inefficiency that has caused delays in the payment of the troops resulting in mutinous discontent among two regiments. He confirms his support of established rules but also notes that circumstances sometimes require the violation of said rules. The soldiery should not suffer a deprivation of pay simply because the proper forms are not yet available.
