New York Sept^r 21. 1799. No 14 It is intended to establish within the state of Vermont, a recruiting party for the purpose of the four Old regiments of Infantry, to which it is desired that you should act as pay, and Quarter master; and for this service you will have the additional allowance of ten dollars per month and travelling expences according to the regulations of the war department, of the nineteenth of December fourteen hun-dred and ninety eight. In the first instance two Companies are to be raised for the second regiment. Ebenezer Stevens Esq. agent for the war department at New York will send to Bennington, to be delivered to you, Cloathing, tents, and Camp utensils complete for two companies; and the Paymaster General will upon your application, furnish you with bounty money for the same number. To this end you will proceed to Trenton and apply in person to him. Elijah Paine Esq. of Bennington will inform you who is Contractor for supplying rations, Quarters, transportation, forage, fuel, straw, and stationary; to him you will address yourself on whatsoever relates to those objects. Major Bevell is destined to the chief direction of this service, you are accordingly to distribute those monies and supplies, with which you shall be furnished, according to his orders. But monies for bounty, and Contingencies, [strikethrough: and] be advanced by you to the chief Officer of each Sub-destrict, upon written orders of the Major; and any that you may receive for Pay, will be paid by you to the Officers and soldiers individually. I request that you will immediately after having been at Trenton, repair to Bennington, and when arrived report your arrival to me, and as soon as he shall be there, to Major Bevell.
