The Secretary of War has issued a warrant in favor of Saml Meredith, Treasurer, for Twenty Thousand Dollars, to be deposited in the Bank of the United States subject to your orders, for which sum you will please to sign the enclosed receipt & forward it to this Office by return of Post.

You will likewise receive enclosed the Muster & Pay Roll of the Troops Stationed at Fort Johnston (N. C.) for the month of August 1799 & an account furnd Posted by Captn Staats Morris with the vouchers therein referred to, all of which you will act upon accordingly
