[Copy] Baltimore 12^th Sept^r 1799 Sir On the 29^th day of December 1795 I stored in the Public Magazine, sixty Hundred weight of Gunpowder the property of the United States, for which I received a Receipt from Tho^s Roach the Keeper of said Magazine, and paid him six months Storage. Some time in the following February I was informed that some of the Powder was embezzled, and upon examination, I found that forty-nine Hundred-weight was missing, of which I made Report to the Directors early in March ensuing — I have been called on some months since by the Commissary of Military Stores for the Powder, which he wants for Publick Service. I request the favour of you to give me an answer as soon as possible to enable me to report to him. I am Sir your Ob^t Serv^t. David [undecipherable] M^r Mechen, shall be taken for the space of six months, upon the 1 day of [undecipherable] next at the annual rent of 30. for the purpose of storing gunpowder until a proper mag. can be built. R. That Tho. Roach, be appointed to take charge of the said Mag.
