Philadelphia 1st September 1799
The Secretary of War has shewn me a letter from you to him on the subject of your account with MrGlen, and has desired me to state to him the facts relative thereto — The Goods transported were sent by me to MrGlen to Sanora as usual, and on receipt of his account I expected as in former similar cases to have remitted the amount — but before this arrived my Agency for the Quarter Master General ceased — However I presented MrGlens claim to the Secretary of War, who refered it to the Accountant to report — this report was that MrGlen stood charged with sundry Sums of Money advanced to him for Public Service on which no account was rendered and until that was done no further advances ought to be made him — this information was conveyed by me to MrGlen with a request that the vouchers for the expenditure of the Sums in question might be forwarded, that I might be enabled to remit any further sum that appeared to be due him — this has not be done, and until it is done a remittance to cover your claim can not be expected — By this Statement you will see that MrGlen has not received the Money due him for those particular disbursements which embrace your claim — I can not entertain a doubt but that MrGlen has the vouchers for the sums previously advanced — and that he will shortly produce them, and under this belief I submit it to your consideration whether it will not be best to wait a little longer to know the result — his public and private character as far as I know entitle him to this indulgence — You may make what use you please of this letter, but if you determine to wait it would seem no notice need be taken on that your have it — I am Sir
Your most Obedient Servant
