Your accounts of supplies for the Recruits
at Charlottesville under orders of such months as have been furnished
between 10 January 1795 & 8 May 1799, has been examined
& a balance of 179 Dollars have found against you, agreeably
to the annexed Statement, which sum you will please to
remit to General Carrington. Decr to be by him transmitted
to the Treasury of the United States — I am &c

Mr James Little Contractor has exhibited with
his account against the United States charges for articles
supplied as Quarter Master Stores founded on your Certificates
for the above, many of which appear to be of an extravagant
nature, & such of course as should have been furnished
out of the Public Store, upon an application to the Dept
of War, or for which you should have at least receive
his Sanction previous to ordering the same to be supplies
by the Contractor. The object of the present is to request
you to send forward the original upon which the said
supplies were furnished, that I may be enabled to justify what
ever you was authorized to cause the said Contractor to
be chargeable to the United States — I shall expect your
immediate answer to prevent a delay of Settlement of this
Contractors accounts — I am &c
