Mr. Jacob Sheafe August 31 1799 Portsmouth N.H. Sir Since the receipt of our letter of the 19 Inst. application has been made to the Secretary of War for the account & vouchers you allude to, but could not obtain them as they were left in Philadelphia, consequently an examination cannot take place the Office is removed to Philadelphia again. I am &c W.S.
