Accountants Office August 22^d 1799 The Secretary of War Sir I have received your letter of the 21^st Inst — My letter to you of the 13^th was intended to have obtained from the Secretary of War the period as well as the quantum of compensation of monies that was to be allowed Cap^t. Pance as Pay master on the Northampton expedition it was also intended to shew to the Secretary of War the amounts of pay that would accrue to that Officer by allowing Pay and so many Capacities and in addition Showed from the minutes that of the opinion as is general as denoted by your letter of the 14 Aug^t on the allowances to Officers in several Capacities for extra services it will involve the United States in the payment of very considerable sums. These circumstances I have consider it my duty to mention to the Secretary of War as it will determine a very important Question that has turned up on the communications of the Quartr. Master General, theronin, one of the Secretary of War nominees of opinion that the allowance should be made to Capt. Pance, as pointed out in his letter of yesterday the documents will report thereof — Capt Pance has in addition to his former claims presented one to day "for expenses incurred whilst attending in Philadelphia for the purpose of effecting a settlement of his accounts from 25 July to 23 August, 1793 — 13/9 Doll^r p day" Letter 42 — The Secretary of War is requested to decide whether Cap^t Pance is to have this allowance in addition to those before charged.
