Underwood was presented to me, by a letter from the Pay master General dated the 21 instant, of which the enclosed is a copy — supposing the facts stated could be [underline: substantiated] I conveyed my opinion on the case, in my answer of the same date, which last [strikethrough: has been before you]. I consider Lieutenant Underwoods case to be expressly provided for, by the 5^th Article of the regulations, dated the 19^th December 1798 respecting extra allowances to Officers; the services performed, and the expences in consequence incurred, were anterior to that date. You will from the best information you can obtain, ascertain the reasonable expences incurred, in [strikethrough: consequence of the service he performed,] in travelling from Mafsac to Greenville, and back again, and from Mafsac to Detroit, and back again to Mafsac — and allow him the amount. — It is understood that Lieut. Underwood relinquishes any claim to pay, as an asistant pay master. I am Sir Your Obedient Servant James McHenry William Simmons Esq. Accountant War Department Pay Office August 21. 1799 Sir Lieut. Thomas Underwood of the 1. Battalion of Artillerists and engineers, was appointed by Gen^l. Wayne, to pay the Garrison at Fort Mafsac. — he was continued under that appointment by General Wilkinson. He travelled once from Mafsac to Greenville, and back again to Mafsac, and once from Mafsac to Detroit and back again to Mafsac, in the execution of this duty. He must necessarily have been subjected, to great fatigue, and extraordinary expences, in prosecuting the business afsigned to him. He has rendered accounts and receipts for the disbursement of all the monies he drew for the said Garrisons. He was engaged in the said business from the 25 February 1796 until the 4^th June 1797. and claims a reasonable allowance for his services and expences as aforesaid.
